Brief Guide on Preferential Tax Policies

At present, a tax system is in effect in China to ensure that “preferential treatment is mainly granted to industries, with regional preferences as a complement”. Today we are gonna briefly introduce some preferential tax policies on foreign investment. In recent years, China has introduced some preferential tax policies to develop a better business environment for enterprises. This Guide focuses on the noteworthy preferential tax policies on foreign investment.  Btw, we’ve posted many articles on this issue, you can search on our history page to read more.   01 High-tech enterprises enjoy a preferential tax rate of 15 percent.   02 Small, low-profit enterprises enjoy a preferential tax rate of 20 percent.  Where the taxable income is less than 1 million yuan ($156,600) or between 1-3 million yuan, the corporate income tax shall be collected at the reduced rates of 25 percent and 50 percent, respectively.   03 Effective through December 31, 2030, enterprises in western China in industries designated by the government for special encouragement shall enjoy a preferential tax rate of 15 percent.  04 Starting from the tax year that production/operation income is first generated, enterprises engaged in public infrastructure projects with major support from the government shall enjoy the “three-year exemption and three-year half rate” corporate income tax incentive.    05 Enterprises engaged in agriculture, forestry, animal husbandry, or fishery projects shall pay corporate income tax at a reduced rate or be exempted from it.   06 Starting from the tax year that production/operation income is first generated, enterprises engaged in eligible environmental protection or energy/water conservation projects shall enjoy the “three-year exemption and three-year half rate” corporate income tax incentive.  Enterprises purchasing specialized equipment for environmental protection, energy or water conservation, or production safety, 10 percent of the investment in equipment can be deducted from the tax amount payable.    07 A weighted deduction of 75 percent of an enterprise’s R&D expenditures shall be applied after the actual enterprise R&D expenditure is taken out in accordance with regulations; where enterprise R&D expenditure generates intangible assets, 175 percent of the cost of intangible assets shall be amortized.   08 Corporate income from technology transfer not exceeding 5 million yuan within a tax year shall be exempted from the corporate income tax; that which exceeds 5 million yuan shall be taxed at half of the rate.   09 Starting from the tax year that production/operation income is first generated, newly founded high-tech enterprises located in any of China’s five special economic zones or the Shanghai Pudong New Area shall enjoy a “two year exemption and three-year half rate” corporate income tax incentive.    10 Venture capital enterprises making eligible venture capital investments can enjoy deduction for the tax amount payable at a certain percentage of the amount invested.  11 Income from equity investments, including interest earned from the government bonds and stock dividends of resident enterprises, as well as certain specified income of non-profit organizations, are exempted from corporate income tax.    12 Foreign investors reinvesting their profits in China are temporarily exempted from the withholding income tax.   13 Eligible cutting-edge service enterprises across the nation shall pay the corporate income tax at a reduced rate of 15 percent. We will keep following the updates on the preferential policies on foreign-trade enterprises. Hong Kong to Shorten Quarantine for Vaccinated Travellers

Hong Kong government said on Monday that it would shorten the quarantine period for vaccinated people arriving in the city to 7 days from 14 days, provided travellers show sufficient antibodies against the coronavirus. Hong Kong government announced on Monday that the quarantine requirements for persons arriving at Hong Kong who have received COVID-19 vaccination will be adjusted in phases.  Except for those who had stayed in extremely high-risk or very high-risk places (Group A1 and A2 specified places), fully vaccinated persons with a positive result of serology testing for antibodies will be subject to a further shortened compulsory quarantine period of seven days upon arrival.   © Image | Reuters  Additionally, the restriction from entry to Hong Kong will also be relaxed for fully vaccinated non-Hong Kong residents who have not stayed in Group A1 or Group A2 specified places.  The relevant persons are still subject to multiple nucleic acid tests after arrival to avoid missing any cases.   DETAILS OF THE MEASURES  Shortened Compulsory Quarantine Persons arriving at Hong Kong who have only stayed in Group B specified places, Group C specified places or Taiwan on the day of arrival or the 14 days before that day will be subject to a shortened compulsory quarantine period of 7 days at designated quarantine hotels if they fulfil the following three conditions.  They have to undergo two nucleic acid tests during the quarantine period, followed by a seven-day self-monitoring period as well as compulsory testing on the 12th, 16th and 19th days of arrival at Hong Kong.   The three conditions are:  Fully vaccinated with a vaccination record;  Obtained a negative nucleic acid test result during “test-and-hold” upon arrival at Hong Kong;  Possess positive result proof of a recognised serology antibody test conducted within the past three months.  As of today (June 22, 2021), the category of specified places is as follows:  △ Tap the pic to enlarge Entry of Non-HK Residents to HK At present, non-Hong Kong residents can only enter Hong Kong if they have only stayed in Group D specified places, the Mainland or Macao on the day of arrival or the 14 days before that day.  The Government plans to allow non-Hong Kong residents who have been fully vaccinated with a vaccination record and who have only stayed in Group B specified places, Group C specified places or Taiwan to enter Hong Kong.   Such non-Hong Kong residents have to comply with the same quarantine and nucleic acid testing requirements as those applicable to Hong Kong residents, including a seven-day shortened compulsory quarantine period for those who possess positive result proof of a recognized serology antibody test conducted within the past three months. We will keep following the updates on the latest anti-epidemic measures and travel policies. Updates on Flying to China! These Flights to be Suspended!

China’s Civil Aviation Administration (CAAC) recently has issued circuit breaker directives on several flights. Let’s check the details and plan your trip to China in advance. © Image | China DailySuspension on These Flights The Civil Aviation Administration of China (CAAC) has issued “circuit breaker” directives on several airlines’ flights to China as some passengers on these flights have been tested positive for coronavirus.  The involved domestic and overseas airlines include:  Air China  KLM Royal Dutch Airlines  Air France  Pakistan International Airlines  The list of airlines and flights that received the directives is as follows. If you’ve planned to fly to China in recent days and bought the tickets for the involved flights, please contact the airlines as soon as possible.  On June 3, CAAC issued the circuit breaker directives on three flights. Among them, KLM’s flight KL831 and Air France’s flight AF382 will be imposed a 4-week PLF limit of no higher than 40% on its operation from June 7. KLM’s flight KL891/2 will be cancelled since it is a reward flight of KL831.  Five confirmed cases on Pakistan International Airlines’ flight PK854 were reported on May 22. Since the flight has been suspended from May 24, the suspension will be further extended for two weeks from June 7.  On June 9, CAAC issued the circuit breaker directives on Air China’s flight CA910. Starting from June 14, the flight will be suspended for two weeks.  On June 16, CAAC issued the circuit breaker directives on Air China’s flight CA868. The flight was suspended for four weeks immediately.  Shenzhen detected 32 new confirmed cases who were passengers of the flight CA868 flying to the city on June 10. Here’s a related report posted by GRTRadio ↓↓↓   According to the Shenzhen Municipal Health Commission, 13 imported confirmed COVID-19 cases and 12 imported asymptomatic patients were identified in Shenzhen on June 15. The above-mentioned imported COVID-19 cases entered Shenzhen from Johannesburg, South Africa, via flight CA868 on June 10 and were all quarantined after entry. During quarantine, a routine nucleic acid test was performed on June 15. Among the arrivals, 25 people tested positive. After being checked by the Municipal Center for Disease Control and Prevention, they were transferred to the emergency department of the Shenzhen Third People’s Hospital for observation and medical treatment purposes. All patients were in stable condition. After diagnosis, of the 13 confirmed COVID-19 cases, seven were mild, and six were ordinary, including nine males and four females, all of whom were of Chinese nationality. Among the 12 asymptomatic cases, nine were of Chinese nationality (seven males and two females), two were from South Africa (one male and one female), and one was from Zimbabwe (male). Up to now, a total of 32 positive cases imported from abroad have been reported in connection to this flight. On June 16, the Civil Aviation Administration of China issued a “circuit breaker” instruction to Air China Flight CA868 (Johannesburg to Shenzhen) and immediately suspended its operation for four weeks as a “circuit-breaker” mechanism; however, this shall not be used for other routes for the time being.
