According to the Chinese embassies in Singapore and in Japan, HS Health Code and certified Health Declaration Form are no longer required for direct flight passengers from these two countries to China.

Both Chinese embassies in Singapore and in Japan have announced that China-bound passengers can directly board the airplane and do not have to apply for the health declaration while negative COVID-19 nucleic acid test certificate is still required

These Passengers Don't Need to Apply for Health Declaration

 
From 00:00,11 September 2020, direct flight passengers from Singapore to China can board the airplane with the qualified negative COVID-19 NAT certificate. The facilitation specifics are as follows: 
1. Passengers holding any one of the three memos of Negative COVID-19 NAT Certificate (see Annex 1) approved by the Chinese Embassy can directly board the airplane and do not need to apply for the HS Health Code or certified Health Declaration Form. 
 
Passengers intending to use this facilitation are subject to the inspection of negative COVID-19 NAT certificates by the airlines while checking in, and submit hard copy of the certificates to airlines. The relevant airlines shall submit these hard copies to the Embassy no later than next Monday. 
 
2. This facilitation does not apply to passengers traveling on transit flights to China via Singapore or passengers traveling from Singapore to China via other countries or regions. Transit passengers still need to apply for HS Health Code or certified Health Declaration Form in advance. 
 
3. Passengers who hold the non-standardised certificate still need to apply for HS Health Code or certified Health Declaration Form from the Chinese Embassy in advance.

According to the notice, the embassy also reminds passengers who intend to use this facilitation to double-check the following key points after obtaining the negative certificate:
 
  • Make sure the certificate issued in the same format as any one of the three memos listed in Annex 1. 

  • Make sure the certificate issued within 3 days before the flight departure date. For instance, if passengers take the testing on 7 September and certificates are issued on 8 September, the certificate shall be valid until 23:59 on 11 September. 

  • Make sure the name and the number of the passport or other travel document as shown in the certificate are consistent with those shown on the passenger’s passport or travel document. 

  • Remember to bring two hard copies of the negative certificate in advance. Submit one copy to the airlines and keep the other one for checking while entering China. 

  • Do not alter the name, passport number and date as shown in the certificate, otherwise the certificate will be invalid. Any institution or individual engaging in forgery and fraud of the certificate shall bear all legal liabilities incurred. 

  • Passengers who are not sure whether their certificates meet the above requirements, can still apply for the HS Health Code or certified Health Declaration Form in accordance with the announcement previously released by the Embassy.

FOR THOSE FROM JAPAN
The Chinese Embassy in Japan has also announced similar measures to China-bound passengers, which will be effective from 25 September, 2020
 

These Passengers Don't Need to Apply for Health Declaration

 
For both Chinese citizens and foreign citizens who will directly fly from Japan to China, they can board the airplane with the qualified negative COVID-19 NAT certificate (issued within 3 days before boarding)
It is noted that the passengers are required to present the original of the certificate when boarding and submit the copy to airlines.
