近日，据业内人士透露，香港某银行内部查出一批怀疑洗黑钱账户，有组织地短时间内收取大量资金并迅速转走。此事受到该银行高层高度重视，并已彻查相关账户，相关的开户经理和主管也正接受银行内部调查。因此，该银行现已收紧新开户申请，有些分行甚至已暂停接受新开户申请，正在审核中的新开户申请也被暂停受理直到银行另行通知；另外，由于事态严重，银行会对过往开出的账户一一排查，避免发生类似事件和升级。

受此事件影响，香港各大银行最近都会提高开户门槛，审核更加严格，开户难度大大提高。由于该银行怀疑洗黑钱账户户主均为中国籍人士，所以相关地区的中国籍人士已被银行列入黑名单，拒绝任何新开户申请。

其他银行为避免出现类似事件，也纷纷表示近期会暂停接受该地区的中国籍人士的开户申请，甚至不接受中国籍任何地区人士的新开户申请。

其实这已不是第一次出现这样的情况，开户难的问题一直都存在。

近两年，内地资金出海和收汇需求日益强烈，内地人不断涌入香港开户。但同时，香港银行人手有限，账户开户量已经接近饱和的状态。在客户方面，由于香港汇丰恒生、国内银行关停客户账户，开户需求和香港银行的工作量正逐步增加。在香港银行方面，监管账户导致的收紧开户门槛和人手不足，导致开户越来越慢、越来越难。

那么香港开户难，根本原因是什么呢？

第一，近年来，全球经济形势复杂多变，境内外反洗钱形势面临着新的挑战，加上各种形式的制裁行动，促使银行普遍加强了相关的管控措施，包括对现有客户和新客户进行更为严格的客户尽职调查，因此与以前相比，开户所需要的时间也更长。

香港金管局更强制要求银行配合进行账户监管责任，以免境外逃税漏税、资金外逃以及洗黑钱现象的发生，如果没有执行相关监管责任，将受到银监会严厉的罚款。事实上，各大银行也曾因监管不力受到巨额罚款；2012年底，渣打银行为伊朗与苏丹的客户，处理数千笔金融交易，缴交3.27亿美元和解金；2014年中，渣打银行涉嫌反洗钱监控机制，罚款3亿美元。

2012年12月，汇丰银行疑似洗钱，向美国联邦及地方主管机关缴交19.2亿美元和解金。

第二，2017年1月1日起，中国内地和中国香港正式开始执行共同税务汇报系统CRS框架下的新户开户程序，并于2018年与其他国家和地区进行第一次信息交换，国际税务合作进一步加强。

第三，在中美贸易战和美联储加息的双重背景下，香港作为人民币离岸交易中心成为资本外流的首选地。

因此，银行纷纷成立监管部门，对银行业务进行风险把控，但这也增加了银行的人力成本，而且银行也处于矛盾的状态，一方面希望规避风险，同时也面临着业绩的压力。

基于此，银行衍生出新的业务模式，开户预审+买理财，这也就回归到开户难的问题，香港银行以挑选高质量客户为由，实则是看客户能为银行带来多少收益。

虽然开户门槛提高了，但也不是不能开户的，只要注意以下几点，一样可以顺利开户，提高账户的使用寿命：

对于新开户客户

1. 寻找持牌秘书公司作为香港公司的秘书团体；

2. 寻找靠谱代理，根据不同银行的要求，准备真实齐全的开户文件，并提前审核，保证开户当天所带资料符合银行要求；

3. 开户当天保持良好的商务形象，面谈期间不要使用手机；

4. 熟悉公司经营情况和模式，了解供应商和客户的详细情况；

5. 如实回复开户经理提问的问题；

6. 开户面谈时要自信，不要闪烁其词；

7. 如有房产证行驶证等财力证明，也可一并带去开户。

 

对于已有账户的客户

1. 每笔交易保留好相关的交易凭证，如合同、提单、发票、报关单等；

2. 避免和敏感国家以及受制裁国家交易；

3. 交易金额不要整笔当天进，当天出；

4. 交易金额不要经常整数进出；

5. 相关地区的中国籍人士可先转移资金，避免账号抽查导致资金受阻；

6. 账户保持银行规定的最低结余；

7. 留意银行通知，配合银行调查；

8. 长期没有使用的账号，每月至少上网银使用一次。

尽管如今香港银行开户情况依然严峻，但只要能遵守银行开户指引，配合银行做尽职调查工作，并提供充分有效的业务文件证明是真实经营生意，依然能够顺利通过银行的审批，成功开出账号和提高账号使用寿命。

The mode of market purchase mode (the code of customs supervision mode is 1039) refers to the mode of trade in which qualified operators purchase goods with a value of less than usd 150,000 (including) in the market agglomeration zone recognized by the national competent department of commerce and go through the customs formalities for export commodities at designated ports.
