Good news for some foreigners: China is now allowing ‘top overseas talent’ to stay in the country for a few months without having to apply for a work permit. And they’llbe put on a fast-track visa application process once they decide to stay.

First “Certificate for

Foreign High-End Talent”

Beijing and nine other cities and provinces are trialing the new ‘top talent’ visa scheme, which launched on January 1. A senior Microsoft executive has been issued the very first “Certificate for Foreign High-End Talent” in Beijing.

The foreigner was revealed by state media to be Sajualumootll George, Microsoft’s director of human resources for Asia Pacific. With the certificate, George is eligible for a 10-year multi-entry visa.

The second and third recipients were identified as US professors Chong Gu of Purdue University and Lucio Soibelman from the University of Southern California.

New Rules for R Visa

The new regulation allows certain foreign experts to spend time “getting to know the country” before they start their work permit application.

Under new rules for the R visa (otherwise known as the “China Talent Visa”) issued on January 1, they’d be allowed to stay in the country for up to 180 days (six months) at a time on a multiple entry visa that will be valid for five to ten years. Their spouses and children would also be eligible.

There’s a catch, though. Those qualified to apply include “top scientists, international entrepreneurs and other talent with specific high-level skills that are in need in the development of the country’s economy and society” (AKA the ‘Category A’ types).

A New Streamlined Visa Application

Qualified foreign experts will also benefit from a new streamlined visa application which could reduce the (normally months-long) issuing process to just a few days.

Vetted by Three Different Departments

After uploading information through a free online portal, eligible expats will have their application vetted by three different departments (the State Administration of Foreign Experts Affairs, the Ministry of Foreign Affairs and the Ministry of Public Security) within five days. The process normally takes 10 days.

Once the departments have deemed the candidate as worthy of ‘top talent’ certification, a visa will be issued within two days.

Currently there isn’t much information available on how to actually apply for the R visa online, but we’d recommend contacting your employer or visa sponsors for further inquiries.

Renew on A Much Stricter Deadline

Meanwhile, regular work permit holders will soon be required to renew on a much stricter deadline. Effective February 28, the renewal applications must be submitted 30 days in advance of the expiry date.

On Jan 21st, The Ministry of Public Security of China and The Ministry of Interior of France signed the agreement on Driving License Mutual Recognition in Beijing. The agreement will come into effect after 90 days since a lawful confirmation.

It means that you can drive cars or replace the Chinese driving license with your French driving license and its transcript!

The Mutual Recognition enhances the cooperation in police affairs and economies between two countries, promoting bilateral culture exchanges. Sounds really convenient especially for people who want to drive around these two countries!

 

 

Surprisingly, not only France, but also Belgium and United Arab Emirates (UAE) have signed the Driving License Mutual Recognition with China!

Less-than-one-year Residence In China

You can replace a Chinese “Temporary Driving License” with your own driving license (from France, Belgium or UAE) and its transcript without additionally medical test or driving test.

You can replace a Chinese Driving License (also without additionally driving test) with your own driving license (from France, Belgium or UAE) as well as its transcript, and your passport and Visa.

Serve as a diplomat or student

 

If you are a diplomat or student coming from France, Belgium or UAE living in China, you can also replace a Chinese Driving License the same way!

In addition, if you get the Chinese Driving License by driving test, you are allowed to drive in many other counties in a short term.

It varies from a couple days to a year.For example:

According to different regulations on using Chinese Driving License in different American federal cities, Chinese Driving License can be applied to the majority of states in Western America.

But both license and its transcript are necessary when you are in Middle or Eastern America. And the valid terms of license are usually different in the states.

 

It is known that a German Driving License is the most difficult to get in the world. However, if you own a Chinese Driving License, a transcript specified by German Supreme Court, or a German transcript of the Driving License attested by Germany Embassy in China, you are allowed to drive in Germany!

In Germany, the valid term of Chinese Driving License is generally 6 months. If there is a more-than-12-month residence, you need a further driving test of German Driving License.

 

A one-year driving allowance in Britain with a Chinese Driving License and its transcript.

 

In accordance with Convention on Road Traffic of the United Nation, a 6-month valid term is available for driving around Canada with Chinese Driving License and its transcript. Oversea students can drive cars during their learning period in Canada with their valid student visas.

 

A one-year driving allowance in New Zealand with a Chinese Driving License and a transcript attested by New Zealand Department of Transportation. (For tourists and students)

 

A one-year driving allowance in Sweden with a Chinese Driving License.

 

A 6-month driving allowance in Portugal with a Chinese Driving License.

If you bring more than 10，000 USD cash with you, you will need to bring the Permit with the seal of the Foreign Exchange Office.

The amount of luxury goods you bring to China such as cosmetics and watch should be reasonable and conform to the standard of personal use.

The specific standard should be confirmed on scene by the staffs of the customs.

Tourist can bring one Companion Dog or Cat to China, the Customs Department will inspect Quarantine Permit and Rabies Immunization Certificate after receiving the declaration, and then the Port Animal and Plant Quarantine Office will take 30 days quarantine about your pat.

Each person can bring no more than 31.25g of gold accessories, 312.5g of silver accessories and 625g of silver vessels.

 

The things you bring with must be declared truthfully . If you don’t do this and the Customs Department find that, you have to take legal responsibility. So don’t take any chances!
