Notice! Customs To Stop Electronic Tax Payment System From Oct 1

In order to improve the convenience of Customs Tax payment and the efficiency of Tax storage, General Administration of Customs, P. R.China (GACC) has decided to stop using the Original Customs Electronic Tax Payment System (OCETPS) from October 1, 2018, and switch to the New Electronic Payment System of Customs Taxes (NEPSCT).

为进一步提升出口货物海关税款支付的便捷性，提高税款入库效率，海关总署决定自2018年10月1日起停止使用原海关税费电子支付系统（以下简称“原电子支付系统”），并切换到新一代海关税费电子支付系统（以下简称“新一代电子支付系统”）。

有关事项公告如下

1. Since October 1, 2018, the OCETPS will be ceased to operate and the Customs will no longer transmit the Tax bill and Margin data to the third-party payment platform.

一、自2018年10月1日起，原电子支付系统停止运行，海关不再向第三方支付平台传输税单及保证金数据。

Enterprises can choose the payment method or log into the platforms of “Single Window” and “Internet +Customs”, to pay the Customs taxes by the NEPSCT.

企业可以选择支付方式或者登录“单一窗口”、“互联网+海关”平台使用新一代电子支付系统缴纳海关税费。

2. The electronic guarantee function of the OCETPS has been stopped from September 15, 2018.

二、自2018年9月15日起，停止使用原电子支付系统的电子担保功能。

If the Customs confirms that the relevant guarantee letter has been paid in full, the guarantee agency may apply for refund of the original bank guarantee!

经海关确认相关保函涉及税款已经全部缴纳的，担保机构可申请退还银行保函正本。

3. Enterprises participating in the business of NEPSCT should send the instructions of Tax deduction and complete the payment of Tax within 10 days from the day when the electronic tax information is generated in the Customs Declaration.

三、参与新一代电子支付业务的企业应在海关审结报关单生成电子税款信息之日起10日内发送税费扣税指令并完成税款支付。

If the Tax deduction order is not issued within the prescribed time limit and the Tax payment is no completed, the Customs will fill out the Tax payment and transfer it to the counter for payment.

未在规定期限内发送税费扣税指令并完成税款支付的，海关填发税款缴款书，转为柜台支付。
