DiDi Removed from App Store, WeChat and Alipay!

On Sunday, the administration ordered app stores to remove Didi Chuxing for its illegal collection and use of users’ personal information. Then the mini-program of Didi was removed on WeChat and Alipay. What happened?

The Cyberspace Administration of China on Sunday requested online mobile app stores to take ride-hailing app DiDi Chuxing (滴滴出行) off their shelves amid a probe into the company’s alleged illegal collection and use of personal information
 
On Wednesday, people found that DiDi service has been removed from Tencent’s WeChat and Ant Group’s Alipay, searching for the mini-program no longer yields any results.

DiDi Chuxing said on Weibo that it has halted the registration of new users since Saturday, adding that it will remove the app from stores and correct problems in line with the authority’s requirements. 
 
The company said those who have already downloaded DiDi Chuxing could continue using the app

As for users who previously opened and used DiDi within WeChat or Alipay, or saved the DiDi mini-program, they can still continue to use the ride-hailing service within the super-apps.

The administration urged the ride-haling company to take concrete measures to fix the loopholes in accordance with the law and national standards to ensure the safety of user information. 
 
Since WeChat and Alipay are not technically app stores. It’s not clear how long after the Sunday order from regulators that WeChat and Alipay removed the Didi mini-program from being searchable.

In order to attract talent from around the world, Hainan is considering implementing a new short negative list management model for foreign work permits. More facilitations and preferential policies about foreigners’ entry and stay will be introduced in the province.

Last year, Hainan unveiled an implementation plan for international talent service management reform in the Hainan Free Trade Port (FTP). 
 
According to the plan, Hainan will implement work permit and entry-exit facilitation measures for foreign talents. 
 
The negative list management will be carried out for foreign personnel to work in the Hainan FTP; a quota management system shall be implemented for the restricted categories in the negative list of work permits, while foreign high-level talents who work in the Hainan FTP can work part-time or start businesses after being approved.

Now we got further news about it. Hainan is considering implementing a new short negative list management model for foreign work permits. 
 
In general, China’s negative list includes industries that foreigners are not allowed to invest in. 
 
The National Development and Reform Commission and the Ministry of Commerce jointly issued a negative list for Hainan’s Free Trade Port on Dec 31 that was shorter than the national version in a bid to bring greater investment opportunities for foreign investors. 
 
Hainan is now considering another model that would focus on industries that foreigners cannot obtain work permits for, and that list would also be short, allowing international talent more job opportunities on the island.

Provincial Governor Feng Fei said luring professional talent, especially overseas talent, is a core issue for the construction of the Hainan FTP. 
 
“Hainan is offering visa exemptions to citizens of 59 countries. We will further improve the level of facilitation and extend the length of the visa-free stay,” Feng said at a news conference outlining the newly released law for the Hainan FTP in Beijing on June 21. 
 
On June 1, China released a master plan to build Hainan, its southern tropical island, into a world-class free trade port by the middle of the century. 
 
On June 10, China passed a law making institutional arrangements for the construction of the FTP at the national legislative level. 
 
The law stipulates measures promoting trade, investment and environmental protection and enables market entities, especially foreign-invested companies, to enjoy more opportunities as it features a shortened negative list.

The law also stipulates visa and work permit facilitation for international talent, aiming to gather talent from around the world to Hainan. 
 
Feng said Hainan will ensure overseas talent have a promising platform for development and easy access to work permits. “Hainan is exploring the implementation of negative list management of work permits for overseas individuals,” the governor said.

For instance, sixty-eight enterprise-related business licensing items are annulled nationwide with another 14 in FTZs, to eliminate operating obstacles in fields including foreign investment and trade, engineering construction, traffic and logistics, and agency services.

On June 21, Guangzhou government issued and introduced nine measures to alleviate the hardship and pressure caused by this round of COVID-19 epidemic in the city. 
 
The measures are to help enterprises affected by the epidemic to solve difficulties encountered in production and operation, said Chen Xu, deputy director of the Development and Reform Commission of Guangzhou.

Also, SMEs are allowed to apply for a delayed repayment of capital and interest, loan companies are encouraged to lower their loan interest rate by 5-10%

The measures also alleviate burden on taxes, social security and rent. Taxpayers and withholding agennts affected by the epidemic can apply for a deferrd tax declaration in terms of relevant regulations. 
 
Real Estate Tax and Urban and Township Land Use Tax for the period of June and July, 2021 will be exempted for taxpayers who are in medium-risk, high-risk and closed-off management areas of the COVID-19, or operate business in greatly affected industries. 
 
Meanwhile, Value-added Tax and Individual Income Tax will be cut for taxpayers meeting certain conditions.

For tenants who rent municipal, state-owned non-residential properties in medium, high-risk and closed-management areas, they will be exempt from a two-month property rent; for renting of non-residential properties in other areas of the city, one-month property rent will be exempted.

What’s more, the exhibition industry can enjoy preferential policies since many exhibitions have been postponed due to the epidemic prevention and control. 
 
For the postponed exhibitions that will be held in Guangzhou’s professional exhibition halls this year, they can get a financial subsidy at 10% of the venue rental cost (to a maximum of 1 million yuan for each exhibition).
