During the prevention and control period of COVID-19, many foreigners face the issues of visa renewal and are keen to know about the automatic extensions
In order to help them to receive clear and adequate policy information about visa applications amid the outbreak, a special seminar for expats on visa issues, especially during the COVID-19 epidemic, was held both online and on site at the Shekou Management and Service Center for Expats (MSCE).

At the seminar, two officers from the Entry-Exit Department of the Shenzhen police gave answers to visa-related questions forwarded online or offered in person. 
The questions raised on site were mainly about the quarantine policy for foreigners upon entry, the conditions for applying for the humanitarian visa, the fast track between China and foreign countries, and document requirements for foreign experts who want to come back to work in China.

Here are the most-concerned Q&As at the seminar:
 

Q1: If the expats are now abroad and their residence permits expire before the borders reopen, can they apply for any type of visa to return to China and reapply for the residence permit or they have to start with the Z visa again? 

 
Foreigners who could not enter the Chinese mainland within the validity period of their residence permits due to the epidemic could enter with visas of type Z, L, M, F, Q and S when the epidemic is over. 
 
They shall submit applications for work permit extension to the foreign experts affairs authorities before applying to the Entry and Exit Administrative Department of the Shenzhen police for the extension of residence permits. 
 

Q2: Which department will be responsible for announcing new regulations and how will it be disseminated so that SMEs can find this information easily? 

New regulations and policies will be published on official WeChat accounts and websites of government departments. You can follow WeChat account “国家移民管理局” (National Immigration Administration) or visit NIA’s official website to get information on the latest policies and regulations. 
 
Also, you can follow WeChat accounts or websites of the local foreign affairs office to get the info. 
 

Q3: Will individuals still have to be quarantined when they come back? 

For now, any individual, whether a Chinese citizen or a foreign citizen, needs to be quarantined when they come back to China. And please check the epidemic prevention and control measures of your destination city in China before your flight. 
 
For example, if your destination is Beijing, your entry port will be arranged in other cities, and only after your quarantine in the entry city, you may enter Beijing.
 

Q4: What should I do if my visa is going to expire? 

First, your current stay can automatically be extended for 60 days during the epidemic, but the 60-day free automatic extension can only be used once. 
 
If this 60-day extension is going to expire, then you need to go to the Entry and Exit Administrative Department of the city to apply for a stay permit. 
 

Q5: How do individuals contact the closest Chinese embassy or consulate to them to apply for a visa?

You can visit the website of the Ministry of Foreign Affairs of the People’s Republic of China, which has a list of all Chinese embassies and consulates around the world. You can search on the map and find the nearest one to contact.

According to the report, China will forcefully implement macro policies to keep businesses and employment stable, including: 
 
  • Further cut taxes and fees 

  • Reduce enterprises’ production and operating costs 

  • Increase financial support to keep business operations stable 

  • Make every effort to stabilize and expand employment

The preferential policies rolled out since the outbreak will be prolonged
 
China has introduced policies in February that employers’ contributions to the old-age pension, unemployment and workplace safety insurance plans will be lowered or waived to cushion the impact of the outbreak on enterprises. 
 
Previously, micro, small and medium-sized enterprises in provinces other than Hubei would be eligible for a waiver of the contributions from February to June. And the VAT rate for small-scale taxpayers would drop from 3% to 1% in other regions from March to May.

The deadline is currently extended to the end of this year. In other words, small and medium enterprises (SMEs) will be exempted from the contributions for the year. And the VAT for small-scale taxpayers will be further lowered. 
 
Moreover, income tax payment of micro and small-sized enterprises will be deferred to the next year.
 
It is expected to reduce corporate burden by more than 2.5 trillion yuan (about $353 billion) throughout the year. 
 
 
OPENING-UP
 
Also, China is going to promote higher-standard opening-up and stabilize the overall performance of foreign trade and foreign investment, including: 
 
  • Stabilize the overall performance of foreign trade 
  • Step up utilization of foreign capital 
  • Focus on quality in the joint pursuit of the Belt and Road Initiative 
  • Promote liberalization and facilitation of trade and investment 
According to the report, China will significantly shorten the negative list for foreign investment, draw up a negative list for cross-border trade in services, and foster an enabling market environment in which all companies, Chinese and foreign, are treated as equals and engaged in fair competition.

A heartbroken woman from China has punished her ex-boyfriend who cheated on her by sending him a tonne of onions to ‘make him cry as much as I did’. But the outcome was a bit funny and unexpected… 
The ex-girlfriend, known by her surname Zhao, was left devastated after being dumped by her partner of over a year, according to the local press. 
 
Ms Zhao was furious when she discovered that her ex, surnamed Si, did not shed any tears after the splitting while she spent three days crying
 
She ordered a tonne of red onions to be delivered to Si’s front door with a note that read: “I’ve cried for three days, now it’s your turn.”

Social media footage showed a delivery driver with a truck loaded with the root vegetables at a residential compound in Zibo, Shandong of eastern China as he tried to get in touch with Si.
An order label can be seen in the clip with an instruction asking the courier not to contact the receiver and ‘just dump the onions at the front door’.

After failing to contact the ex-boyfriend, the deliveryman reportedly spent over four hours to move all the eye-watering vegetables from the truck to the man’s front door.

The anguished woman told the local press that she purchased the onions in the hope to make her ex-boyfriend to ‘cry as much as I did’
 
“I heard from my friends that she was not upset at all after breaking up with me,” Zhao said. “I spent three days at home crying. I was so heartbroken.” 
 
“So I ordered a tonne of onions to his home. I’ve got money, and I wanted him to know the taste of tears.” 
 
The acrimonious break-up has raised a big stink in the entire neighborhood.
 
“I don’t know whether her boyfriend is crying or not, but I feel choked,” a woman living in the same block told reporters. “The whole community is filled with the strong stench of rotting onions.”

Later, Si also spoke to reporters and said that they had broken up because of her over-the-top behavior.
 
“This ex-girlfriend of mine is really something. After we broke up, she kept telling everyone that I did not shed a single tear. Am I a bad person for simply not crying?” 
 
In the end, the man resold the onions and gained 1,000 yuan ($140) in return.
